Issue: guest project viewing permissions

Currently we have two permissions that control if unregistered users can view project tools.

They are:

Can View Project Tools
&
Can View Issues

Currently unticking "Can View Issues" seems to completely disable project tools for unregistered users.

I would like to suggest that if the "Can View Issues" is unticked that unregistered users can still access project tools and can see the issuelist, however if they go to enter an issue they should get a warning telling them that issue details requires logging in.

This way unregistered users can see the issue list and activity but cannot see any of the content without logging in, the current system seems to give us two options to disable project tools completely for unregistered but not open it partly which I think would benefit a lot of sites (including mine).
